Actually the fencing will make decent reinforcing to concrete...maybe just not a lot of tensile strength...

Steel, glass and plastic fibers are quite common additives to add different strengths to concrete...

That is interesting. It seems that if micro fibers can reinforce concrete then each link of the "chainlink" should have some positive effect.
The fact that is is galvanized should be worth something. Probably needs some long term testing to be sure.
