Here is a pic of how I did the hitch on my ballast box..Just use angle iron and a receiver..Put some angle iron on the other corners so the unit will set flat when you remove it from the tractor.

Sand, But to achieve the weight recommended for the 3720 cab with loader and unballasted tires, I had to buy the 9" extension option for the ballast box

I filled mine with bricks but I left enough room on top for JD weights which sit about three quarters the way out of the box itself (I think I have 5 or 7). It works well. If I need more weight on the front I just move the weights there otherwise they sit in the BB.

Is the BB 380 lbs? That seems heavy to me as I can push one around pretty easily when it's empty.

The ball hitch is a great idea, thanks!

I use sand.........

This could be my new favorite.
Rocks have worked well in the past but sand--or maybe--stone dust/gravel would work better to adjust to correct weight.

Sand bags. Less mess and can adjust in 50lb increments. I had 200lbs in it over the winter for plowing and it worked great. Simply pull them out and move the box around freely for storage.

Mine has 4 bags of sak-crete, which left just enough room for (8) 42 lb cast iron weights. Adds up to a little over 800 lbs, I think.

Loaded the rear tires and now only have to worry about what implement on the back will be most useful for the task at hand. Usually a box blade if doing loader work.

Concrete and PVC
First couple of years I used removable medium but never needed to adjust the weight, only needed more, no regrets with the concrete.
4 pcs of 1.5 inch, 1 pc of 3 inch and 1 pc of 4 inch schd 40 pvc.

Only regret was using plastic pipe, even as the crete was curing I was thinking if one of the plastic pipes breaks, I'd be stuck with a much shorter hole, I would use HD steel next time.

I did not add a receiver to the box at the time, after giving it some thought I figured if I wanted to tow a trailer I wouldn't want all that extra weight. After giving it more thought I still don't think I would do much trailering with all that weight but just for other misc insert use it would be handy to have one.

IMO the bottom of the box is to low for the receiver, I'm thinking now of the top, which is probably a bit high for trailer hitch, without a drop, but the right height for other uses.
