What's going on at Amazon?

I suspect what i just encountered was a scam. Seller probably listed a bunch of stuff cheap, sent empty envelopes to wrong addresses, then canceled account after collecting on some sales. I am not going to bother trying to recuperate 5 bucks so they got away with it in my case.

A quick call to Amazon customer service usually gets you your money back and allows Amazon to tag the guy so he doesn't do it again.
