Here we use air hammers even smaller electric hilti hammers to drive 6 inch steep pipe possts in for floaters. My friend William even made one that has spud poles the walkway pivots hold it inplace against the current. William had a work barge with a tower on it, the tower had a sliding 500pound weight attached to a car axle type drop hammer winch. then later and old dozer winch. the poles were plubmed them hammered in. If its a TVA site you may want to check with the authorities to see what the deck square footage is there . Here I think you can have 3 decks that have 400 sf each.

Re stability;
The larger the more stable the floating dock will be.
I have a 10 x 10 with 6" of foam and it will handle comfortably 6 folks (not all at same corner).
I once counted 22 people on the 12 X 16 dock and nobody had wet feet!
The flat bottom foam makes for a very stable platform due to the wide footprint.
Barrels would kinda be like a ladies high heel shoe, ie sink 'till you get to the wide part.

Blue 55gal plastic drums using stainless steels strapping work very well as pontoons each drum should safely carry 225 pound @ 50% flotation.

Around here piers or pylons are driven in with excavators with cup arrangement on a rock breaker, this vibrates them in very easily with no damage that you get when hammered in.
