On my little Toy Tractor with rototiller the slip clutch does work and works well. It does just exactly whats its supposed to!
If the horse power is lacking outside rows of tines can be removed to make it easier on the tractor. Passes can also be overlapped when breaking up old sod. Removing or pinning up the back flap lets lots of the rocks go out the back rather than bounce back in and bind up on a tine.
Jammed rocks between tines usually don't go round and round and if they do there will a bit of noise. Most prudent fellows would stop and investigate!
This is from actual experience with a 11? PTO HP tractor and 44 inch rototiller working in 50 year old sod on a clay based drumlin with lots of rocks.
Back in another location working in sand there were no problems with the rototiller. Only problem was going to slow and it would dig too deep and require more HP than my Toy Tractor could provide.
Some pictures of the one field I have rotatoilled and then a picture of a pile of small rocks I picked up off it while tilling. I'd set the cruise and walk along and pick rocks and throw them in the bucket as I was rotattilling.
I must admit my experience is not extensive. It involves about 10 acres of tilled up Drumlin with a Toy Tractor.
