Then it's working as it should and just doesn't have the force to lift the front of the tractor.
The bucket curl will lift the wheels over a foot off the ground when bucket is at full curl. My gauge shows 2,450 plus and 2,475lbs is what the specs show not to go over.

The bucket cylinders have a lot more leverage than the boom cylinders. Also, the bucket cylinders are extending when lifting the front of the tractor as you're curling out, which have more force than retracting. The lift cylinders are retracting when applying down force, so less force than extending.

Some will some wont.
My TC33D had a belly mower (more weight) and it had the Super Steer option that put more weight to the front. That may have been enough of a difference to not lift the wheels. Also, if a person has ballast on the 3pt, that would lighten the front.

After operating 3 other tractors that operate exactly like mine and talking to New Holland shop mechanic, I'm confident mine is working as it should after leaving the factory.
