Over vibrating also destroys the air entrament in the concrete and causes it to have less ability to bend, therefore making it weaker. A vibrator should always be in the hands of an experienced man...

You pound the pins into the ground and fill with concrete after you get it level. In all reality, just getting them a couple inches down is all you really need to do, but if they will go more, that's good too. I use a metal rod that's maybe 3/4 of an inch thick to do this, but just about anything will work.

What we use to do was set 1x2’s stakes with a pair of nails on top to hold a 3/4” pipe of the required length. The pipe worked as a guide for the screed board and then was removed. Throw a little concrete into the void with a shovel and run a bull float over it until flush.
