Even running at 20 amps isn't right.
After a hard start you may see the meter run at 20 but it should start dropping very shortly after that to what ever it takes to operate the tractor. As someone else suggest it could be it's operating correctly now that you've tighten a couple things here and there and the meter just isn't finely calibrated enough to show the small plus charge.

However, charging isn't your problem at moment.
Did you cross wire that new battery on the jumper cables? Or was that the old battery? Sorry I forget.
While you're runn' off for new cables, maybe you should take that new battery into town with you and have it load tested just for giggles.
