I don't think so. For bypass filter media, yes it would get down that low. But for full flow oil filters, the micron ratings are usually 15 microns or higher. Else you do not get a fast enough oil flow to properly get oil throughout the motor. A bypass filter, which only taps off a small portion of oil at a time, does filter down to the sub 5 micron range. But in the time that 100% of the oil can get thru the full flow filter, only about 10% can get thru a bypass filter.
The first filter in the OP showed a micron rating of 21. That is very similar to most cellulose media full flow filters. The second filter did not show micron rating, but just basing it on the synthetic media it has, my guess would be around 15. The Donaldson filters I use, the cellulose variety is 21 and the synthetic media one is 15 micron.
