Wooden tractor part? I don't think so, but what is it?

Someone posted this in an antiques and collectibles page, and I told them I'd ask on here. He said it measures 40" long x 3-1/2" x 1-1/2". My thought is that it was for hanging some kind of advertising. Any ideas? Thanks!
