Workmaster 55 Hydraulic Fluid/Plug Question

I have a 2016 NH Workmaster 55 w/900 hrs and recently the Hi/Lo shifter started getting very stiff/hard to shift. It was low on HD fluid so I changed fluid/filter and it seems to be slowly getting a little easier, but nothing like normal. I have a couple of questions I hope someone can help with:

1) Will the fluid being low cause this problem with the shifter?

2) There's a plug (appears to be a drain plug) located at the front of the transmission casing (underneath around where the seat is) and I do not know what this is for. It's not illustrated in the manual and when I took it out virtually nothing came out of it. The HD fluid plug is located towards the rear and I got everything out of there, but do not know what the other plug id for and if there should be fluid in this part of the casing.

Any help is greatly appreciated!
