Here's some troubleshooting info on my XR3037HC, Your 4040 PTO circuit should be the same. It could be your PTO switch is not disengaging item #5 (labelled DR) on page 3. If it is then the problem may be inside the valve itself.

Looks like someone got hungry. Sorry to see that but shouldn't be too hard to repair.
If you have insurance you may look at your policy to see if animal damage is covered. if so, have the dealer replace the wire harness.
