If everything worked perfectly, everyone would get a tractor for the dealer cost plus the cost of the repairs (assuming they could do the repairs themselves).
My experience is that the first time you do something, you spend more than if you had gone retail (imagine a car repair--buy the parts and the tools, spend 3-4 times the time to do the repair--in the end you spend as much, but you now have the tools and the knowlege for the next time). The second time you save some time and money and by the third, you have hit most of the snafus and have it down.
Importing a used machine from another country will have a steep learning curve. Customs, poor machines, etc. Bet you'd be better buying from a reputable dealer. I'm not saying it can't be done, but I wouldn't.
