ejb, can you get another battery to try? Checking the battery voltage won't tell you much unless the battery is under load. It is possible for a battery to show good voltage but not have enough amperage to crank the tractor. Voltage measured without a load on the circuit is often misleading. A simple test would be to turn the headlights on (engine off) and see if they will shine at full brightness for 5 or 10 minutes. If so, I would think that the battery is good enough to crank the tractor.

Ejb, if it were mine, I would take Cliftst's advice and take the starter apart, if you are so inclined, and check , clean it up. It should not take 14.7 volts to start, 12.6 should be enough. I suspect the problem is in your starter.

The starter wasn't hard to clean up. It is built very similar to GM style starters, and I have done a couple of old chevy starters in the past. If the problem is in the starter nothing but cleaning or replacing will fix it. The nice part is that if all it is, is gunk build up plus lubing, then it costs almost nothing but a little time.
