If the compression is only 16 bar 233 psi it is too low. Remove valve cover and check for a tight valve if valves are tight adjust if needed. It’s possible the valve adjustment loosened and the push rod is not in place. Check those & report back. 90cummins

Have you ever cut open your oil filters? I have an oil filter cutter for the sole reason of keeping tabs on impending issues because I don’t do oil analysis. Turbos increase HP at any given engine speed by increasing torque. That’s why turbo engines are generally smaller in displacement. Forcing more air in the cylinders means more fuel can be injected which creates higher combustion pressures which = more torque. 90cummins
