Actually the "truck plow" cylinders are madefor this kind of pressure or you would blow them to bits.
The true problem is the pump on your tractor has alot more flow (gpm) make the plow move too fast when angling. Not so bad on a manual control valve but a rear pain if you have a electric over hydraulic.
As DanD says, a flow control needle valve is the $30 answer. Some models only control flow 1 direction, so be careful what your getting.
Forget wasting your time making one you can't dial into the speed you want. You will have it out and drill it 10 times b4 you get it right.
