Here it goes by GVWR, reg. weight or actual weight whatever is higher.

When running interstate it goes by GVWR.

It's not over 26,000lbs combined, you don't need a CDL.
there are millions of pickups hauling 14k trailers for exactly this reason.
And a 1/2 ton truck will haul a 14k trailer no problem.

You may not need a cdl, but you definitely would need a health card over 10k lb combined gvw if its truck trailer combo. DOT will swarm all over that one. Ask me how I know.

If you want to go light I would recommend a PJ trailer (7,000 GWVR). If you are wanting to go heavy I would recommend a Hudson Brothers (10,000 GWVR). These brands gave me the most value for the money. The Hudson Brothers trailers are one of the best made in it's class no matter what the price and they are priced very reasonably.

If you are going to load it so it is correctly balanced AND plan to bind the buckets on either end to the trailer it does take a longer one than it seems like it should sometimes.:D
