Well I will throw this one out there for everyone to chew on. Years ago in another lifetime I was a Police Officer and I attended the Traffic Institute at Norwestern University and I remember back then a discussion among all the police officers in the class and the instructor took place on the theory ( at that time ) of " Stop and Frisk " which means stopping someone without probable cause...just to check them out and there was a concensus in the room including the instructor that we would never see such a law in the US...only countries like Russia , China etc. would that ever be tolerated.
Well guess what...we have had stop and frisk now in this country for years - at least since the early '80's ...think of the roadblocks that stop folks for no reason ..just to check for license, insurance. Driving under the influence...there is no probable cause..it is just stop and frisk...So we were all wrong...I think this alone proves 20 -20's concerns are valid...Just my 2 cents.
