I would use any kind of petroleum oil lubricant. It's exposed to the engine oil under the valve cover, so it should get lube just because of the environment, except maybe at the seals. That doesn't mean it hasn't sat unused for too long and seized or frozen up, though.
Hopefully you'll pull the calve cover off and discover that it's just gotten tight from sitting unused, and you can disassemble and clean things up, and it will be in good shape. Take pictures of what it looks like, so we can see how it works and what fixes it.
