This is an example of extreme weather as precipitation. It seems as though your making a correlation to temperature?
Bad example...try to find examples of low temperature extremes.
It is not the extremes one is concerned with it is the average.
Consider that organized weather observations and compilation has been around one-hundred and fifty years. The standardization of measuring devices (thermometers, barometers, hygrometers, etc..), occurred about the same time. Any weather observation or record taken before the 1940's is of dubious accuracy. Not all recording stations were equipped with calibrated devices. Other contributing factors are locations of measurements taken. Most current Official observations are taken at an airport. Many cities had no official recording station till airports became common.
