I don't know where you get the 2 mile information, but a .22 will have killing force at 1 mile. A high powered rifle like a 30.06 can kill at 7 miles. You would have to shoot up in the air for the trajectory to have that type of range. If you are shooting at a woodpile 10 feet thick, I doubt an civilian weapon would penetrate that, however the threat of ricochet is always there. It sounds to me like he was shooting very safe, (not shooting up in the air, etc.). I was a sniper in Vietnam and I was hit in the leg in a Huey, by a 30cal. round. The medic said he figured it was about 6 miles away because it went in and hit the bone, then stopped. If it had been close, it might have taken a lot of the bone with it. If it had hit me in the chest it could have killed me. Most likely it was an AK-47, but we really can't say for sure.
The whole point is that he, (the original poster), sounds like a responsible gun owner, and has a problem neighbor. I had one guy like that in Peoria. He called the police because I had firewood on my property. He told them he was worried about rats. After the cop told him it was an issue for zoning and not the police, the officer came over and told me about it. We had went to school together, and he could have lost his job for telling me. After a few days I saw him out in the yard and he told me he called the city inspector on the wood. I told him the only rats around here were the 2 legged variety, The inspector, who was his father-in-law told him that it was legal to have firewood on my property.
The only thing you can do with that type of neighbor is to either wait him out and hope he moves, or call the cops when you see anything, even if you have to exaggerate like he does, when he called and said you were stealing gravel. You can say you heard loud voices from his home and you thought he was beating his wife or kids, or say that he was dumping fuel oil on the property, harass him like he does you. Guys like him are cowards and will never say anything to your face, just call whoever they can behind your back, and they don't even know why they do it. It just like some people are hard-wired to be the part of the horse facing North if the horse is facing South.
