You need to meet ZERO Federal Aviation Administration requirements to pilot a single seat ultralight aircraft. No instruction, no certification, no age limit. So, technically speaking, we are all qualified to be pilots based on that.

As for operating dangerous equipment, its too broad of a term to make a statement that:
"Top handle saws do not belong in the hands of homeowners because of the inherent risks associated with these saws."
While its very true that there are plenty of people that can't operate a toothbrush whithout hurting themselves, its also true that there are plenty of people that are completely competant operating dangerous equipment. And then there's the rest of us that fall in the middle. Perhaps something like:
"Top handle saws are very dangerous and do not belong in the hands of people not familiar with their operation because of the inherent risks associated with these saws." would have been more appropriate.
As for pro-grade, all that means is its built tougher to take the abuse of commercial work vs. the lighter duties of non-commercial work. Pro-grade has nothing to do with the skill level required to operate it. Those skills can only come with hands-on use of the equipment. Some folks will buy smaller tools, learn to use them, and as they gain experience, will upgrade to more capable tools. On the other hand, some folks just go out and buy the biggest, baddest tool right off the bat, then cut their fingers off or worse.
I can appreciate your concern for unskilled or untrained people. I appreciate it when folks tell me I'm doing something wrong or dangerous and why. Its mutual learning. :thumbsup:
