good plan except, that pin is going to take a lot of shear force.

Shear pins for a baler would make it the weak easily fixable point. IIRC the shear pins for a massey baler were 1/4" with a squished nut. Other than that anything other than a grade 8 bolt is going to break quickly. Don't expect a roll pin or split pin to survive long.

Don't use pipe. Use a DOM tube. (Drawn Over Mandrel). For pipe, the id is controlled. For tube the OD is precise. Then you can shop some TSC parts to put the sprocket and its hub on the tube with a sufficient sized roll pin. I just bought a 2-1/4" DOM tube from an eBay seller for my extra Rol-A-Bin that's true, straight and exact.

If you can find an old hay/grain elevator, the parts you need for a powered hose reel are all there.

That's overkill for a 2-1/2" shaft, be careful you don't weaken the shaft too much.
