i bet the thinking is they want left turns into the shopping center to flow thru and not encounter a stoppage or backup into oncoming traffic.
we have an intersection here that's the same way, but there is limited traffic that makes that left turn, compared to the traffic turning right
onto this particular road.

That type of step up is pretty common here in Texas. Person turning right has to yield.

Looks to me like there should a much better/safer way to design that interchange. I've NEVER seen anything like it and, thank goodness, have nothing like that around here.

The other oddity is that from "her" direction there is no indication whatsoever that the left turn has the right of way to that person who is approaching and turning right. So, she must be local also and knew the yield sign was there. But I'll tell you if I was in her position waiting to turn left there is no way I would assume the person over there is going to yield to my left turn even if I knew there was a yield sign for them. As a matter of fact this is the first time I've seen a person do what she did at that intersection and I have never seen a driver yield as she expected me to.

I agree with you there -- if I was coming from the left, how would I know people in the other direction were yielding? If there was a green left turn arrow, that would be one thing (that's pretty much an unconditional left turn) but there isn't.

Its really not all that bad. You just need some small speed differential at the merge point and go in front or behind ... whichever is smoothest for the specific instance. Sometimes, with several coming from the left youll have to stop. Plenty of visibility.

Have you ever seen this silliness before?
On almost every "On" ramp... With me making a left onto a ramp; if the only on coming vehicle is in the turn lane to also get onto the ramp. They have to yield.

Yep, I have seen this at ramps and intersections of interstates with secondary roads also. This is the first I've come across one between two roads as such. Also, she was rather presumptuous that I would be yielding given the fact in her direction there are no signs indicating to her that my lane would yield. As I mentioned before, if it were reversed and I was making the left turn then I'd not take the right of way, for that reason.

It would be common courtesy for both vehicles to adjust to allow the smoothest traffic flow. But even if you didn't have the yield sign, the vehicle turning left would have the right of way.

Sorry Randy, I completely disagree with that statement. That would imply a driver would need to yield every time he approaches a vehicle with a left turn signal on. And what if the oncoming driver was not using their signal, which is more common than ever. Does that mean I should stop just because it appears they 'might' make a left turn in front of me. Yeah, that would really honk off the drivers behind me.
