Ingersoll 4020 Won't Start

My 1997 tractor won't start. Battery is good. When you turn the key, the starter would click, but that's it. Sounded like a solenoid issue, so I bought a new starter-still same thing, just a click.
Doesn't seem to be the neutral safety switch, as it does click. PTO is off. Any Advise?

Did you remove both battery cables and clean both ends?

You need to buy a digital multimeter and troubleshoot the system to find the problem.

I removed battery cables & cleaned them very well. Also sanded the ground & starter connections. Check the battery voltage with a meter, all ok. Pulled the starter & tested, ok. Finally called the shop. They came to look at it: an hour later they said, can't find anything wrong, other than it won't start. I'll have to load it & bring it in.
After quite a few hours on it, they repaired a number of wires, & replaced the key switch. I had mice which chewed the wiring in a few spots, which required a lot of disassemly to get at. Big repair job, & big bill.

LOL, that's what I thought about the starting.

Since most of the wiring/grounds/connections have been checked, I'm going to try a regulator.

Spent more than $1000 on it over the last few years, and I only use it for splitting wood.��

Instead of buying a regulator, why not use your multimeter and find out if it is working?

Not sure how to test the regulator. Can you advise?

Start with the voltage measured on the battery posts, not the cable clamps.

Then start the engine and see how much it goes up.
