The "child" was put at risk when put in a vehicle that was going to the public highways.

Not really, I towed a similar 1 1/2T truck home (90 miles) with my 1/2T truck. The 1/2T is rated to tow 12K and this truck weighed 8K. Including my trailer I was just under the limit.
His truck is either 3/4 or 1T.

Per Big Tex Trailers 14ET Heavy Duty Tandem Axle Equipment | Big Tex Trailers the trailer weighs under 3140# and has a GVWR of 14,0000#, so 10,000 is reasonable for the trailer.
If its a 2002 2500 (it appears to be a late 1990s to early 2000s 2500 with the Cummins diesel engine) its rated to tow 13,000# to 14,000#, so 10k is reasonable there too.

Between 10-15k empty in most cases.

My 2 axle 39ft camper weights around 13k dry i.e no fluids or gear. It Has 4 40 gal grey and black tanks and 40gal of fresh. Some of the bigger ones will weight 16-21k. Best rule of thumb is every 8lug axle on a trailer camper is good for 7-8k and they are usually right at Gross weight going down the road. Especially the toy haulers if loaded.
