The plastic one should be a servicable element filter... meaning, you can unscrew it and simply replace the element inside (cheaper).
What you have is what came stock and has had no changes from original Kubota production. I first thought the metal one was/is a fuel pump but if it has no wires then it isn't a fuel pump so must be a unlisted for replacement filter.
Have you checked and cleaned your air filters?
I had something similar happen to my Toro Groundsmaster. The problem had me replacing fuel filters and the water separator... only to find out it was a mud dobber's nest in the vent line. You might want to check that.When I go down hill and let off the go pedal it almost dies. If I keep pushing the pedal and don't let off which makes it pick up speed then it doesn't do it. I really believe there is something in my fuel tank and when going down hill lets it move to the tank outlet hole and then letting off maybe reduces force and lets it block the fuel tank outlet. I have rarely ever replaced fuel filters on any of my Kubotas, never needed to. I have on my current F3080 because of this issue. Replaced both plastic filters and sure both of them were the same. I can suck with shop vac line before first filter and it runs fine for quite awhile or even blow into the line with shop vac and it runs fine for awhile so that's why I believe it's in my fuel tank and collecting at the tank outlet. Running without my tank lid also makes me believe I let dust get into my tank and that's my problem. in my mind. After sitting for a few months without running it it started almost instantly and I moved it around the side of the house and as soon as I started down the hill in front of my house it almost died. I just stop and sit while it recovers and starts running correctly again and it did it a few times when I crossed the road and started mowing the lot when I'd go down hill and let off the foot pedal but no issue on level or going up hill, none.
Have you checked and cleaned your air filters?
The air filter element along with the radiator screen get cleaned up after every 1 hour or more mowing session (regularly).
What I'm noticing is a lack of power going up hill only after the blades are engaged and actually mowing. Level ground or going downhill, not a problem at all. I understand the height of the grass plays into effect, but it just seems to be slowing down going up the steeper hills.

I unhooked the vent line from the valve on the tank and tried to blow through it. When I couldn't, I took the line off and beat it against a rock. I didn't think I'd ever get all of it out. I then flushed the line with diesel.
Do you run full throttle?
