They call you three times in one hour to notify you that you won.

No messages left on an answering machine.

If you don’t answer one of the three phone calls, you’re disqualified.

Chances of me being home oe within cell phone coverage, and answering a call from an unknown number are close to zero.

Sounds like a scam to me.

Also gives no specific time/date for the call.
Simply says "On or about April 1 2019"

So a week before and a week after April 1st you might want to leave your phone on and answer all calls so you don't risk being disqualified.

The rules also state you cannot sell the prize tractor for a year. How is that enforced? Do they hold on to some owners certificate or receipt?

Being the glass half empty pessimist that I am, it sounds to me like little more than a marketing strategy. They gather a bunch of information on potential tractor buyers they can target with ads, and the only cost is a tractor, where it sounds like they are setting up the contest so they may not even have to give the tractor away. (Three quick calls in succession at 3 am).
