That side is normally full of air, it fills the other side with hydraulic fluid to lift the mower.
Take those depth stops off, lower the mower all the way down, then raise it all the way up a couple of times.

IMHO removing depth stops is a waste of time. Removing stops to close cylinder will allow rod end of cylinder to fill up with air which will be dispersed through breather plug as soon as cylinder is fully extended to raise the cutter The cylinder will operate just fine if depth stops remain in place

I was suggesting removing them to allow all of the air to be purged from the base end, with the vent there, the rod end will only have air (unless the base seal leaks again).

not real clear on the terminology but its the silver hex screw at the top of the cylinder, it has a weep hole in it where the fluid sprayed out which is what led to me replacing the cylinder.

It looks to me like someone made a home made vent plug for your cylinder.

You need to buy a proper vent which is made from bronze crystals sintered together.

They allow air to move in and out but stop the dirt.

The solid plug with a hole drilled in it may have created a partial vacuum as the cylinder retracted and sucked some fluid past the seals as they aged.

The plug he has is also a filter vent plug, I have several of those type on cylinders and gear boxes.the hole is in the side of the plug so you can turn it down away from moisture.

It痴 not homemade, that cylinder is the original.
I bought a new cylinder to replace that one and the new one did not come with a plug so I値l be using that plug in the new cylinder.

just use the old plug in the new cylinder. What was wrong with the old cylinder?

we use the one way cylinders on all our batwings at work, we get about a one to two years out of them before they need repacking..
But they are used daily in the growing season.

Base end seal leaked dumping fluid into the "dry" rod end and puking it out the vent.

That just needs new seals and not a whole new cylinder. I assumed it was damged from repair or something..

True, if you have experience at doing that and/or time to get parts and repair it. If not, its simpler and easier to just buy a new one from Surplus Center for $50.
