That side is normally full of air, it fills the other side with hydraulic fluid to lift the mower.
Take those depth stops off, lower the mower all the way down, then raise it all the way up a couple of times.

IMHO removing depth stops is a waste of time. Removing stops to close cylinder will allow rod end of cylinder to fill up with air which will be dispersed through breather plug as soon as cylinder is fully extended to raise the cutter The cylinder will operate just fine if depth stops remain in place
