Self-driving vehicle痴 scare the crap out of me. We regularly have to shut down major Interstates with a patrol car and a flashlight (eventually adding cones and/or flares). This is something a driver can see and understand, but what will a self-driving truck do? How do they respond to hand signal given by a man in the roadway?

Most likely there will be some type of GPS signal sent out, and they will know in advance, just as some of the current mapping programs do.

By who? The first responding units on scene are a bit busy rescuing the victims.

In the future I see transponders installed in emergency vehicles to automatically send alerts, but who will be paying for them?

I work in areas where there is no cell service, let alone someone updating some magical map of knowledge. It usually takes 15-20 minutes to get the sign boards updated. Dispatch that took the call of the wreck does that.

That's why I mentioned in unit transponders, similar to Opticom if you're familiar with that system. Possible tied into whatever system trucks use for communicating with weigh stations.

The vast majority of the country does not have sign boards to any degree except in urban areas.

In the end, it's always US who pays, whether through taxes, assessments, license fees, tolls or just higher prices on products or shipping.

Most likely the same people who are putting the signs out. Seriously, this is a non-issue considering that the topic is self driving vehicles.
Paying for them OTOH will be easy, just get a Federal Grant. It's free money isn't it? No taxpayers are harmed or involved in paying on our national debt, right? Just kick the bill down the road to the next generation.
Or in this state we'd just pass a bond. We've never seen one that we didn't like.

If they can figure out how to economically insure them and make a profit I suspect its just a matter of time until they are common in some form. Hate to see it though.
