It's my assumption that the tractors in the videos are owned by the governmental agency maintaining the roads. Doubt they've ever pulled a ground tillage tool.

With that said, very common in Europe for large tractors to have a 3pt hitch on the front with multiple hydraulic circuits. So, there's little redesigning going on. Drop the snow plow and go hitch onto the field cultivator if needed.

Based off a simple field tractor you’ve got to add brakes, suspension, higher gears, huge boost in HP, and a pretty elaborate mount for the plow. It’s a pretty significant redesign. And I’d say you’re right about never been in the field. An even better reason for using dump trucks that haul stuff when they’re not plowing. Or haul sand or salt when they are.

They are private, many owned by farmers and contactors, here all work on main roads are done by contractors, the government only handle the contracts and has a control function. Municipal roads are a mix of private and own employees and equipment.

Almost all tractors have this from factory, even pure farming tractors, the tractors on the video is stock tractors except the plow mount.

As AGVG explained, European tractors are nothing like our simple field tractors. First thing I noticed about them is that they will haul butt down the road. Now tractors are offered with that option here in the U.S.

Not sure why you think these tractors need a boost in HP? I couldn't clearly see any numbering on them but they are probably 350HP tractors? The grader I run is 255HP and under the conditions in the video it would easily push the blade at 28mph which is it's top speed.
