There are several differences between the way European and Scandinavian country's do things and the way it is done in the US.

As far as the snow plowing I think some of it may come from the huge use of ice melt products in this country,
so that drivers with ill equipped cars and pickups can have bare roads in the winter time.

.....and the rest of us are left with the expense of replacing vehicles that turn into rust buckets every few years because of them. Grrr....:mur:

Here you loose your driving license if you show up without proper winter tires when it is real winter conditions, so we don't have the roads full of helpless drivers in the snow as many other countries have.

But think of all those poor dealers that couldn't sell all those expensive new vehicles,
they would have to have service departments that could work on the older ones that many people would keep instead of buying new.

Here you loose your driving license if you show up without proper winter tires when it is real winter conditions, so we don't have the roads full of helpless drivers in the snow as many other countries have.

what gets to me quite often is the ones that drive up to a ski area to go skiing in the snow with several hundreds of dollars in equipment and clothing,
but worn out summer tires on there vehicles.
And then complain when they get stuck on the hills getting there, and many seem to expect that you will help them get unstuck.
It is funny at times to watch their reactions as you pull up next to them to make sure they are not hurt and then be able to just drive on up past them.

I'd like to see more tractors used in municipal work with farmers getting the work and not highway contractors.
I also believe that the Scandinavian countries and Europeans treat their farms and farmers nicer then our cities towns and states do.

From my limited time in Europe, I agree.

A couple times per Winter I'll come upon a stuck vehicle when plowing snow on country roads. My reaction totally depends on the situation.

If it's an Elderly person, I do everything I can to help them out.

If it's a farmer, I get him unstuck even if it means spending an hour with the Grader digging him out.

If it's a load of Smart Aleck kids joyriding, I stop and ask them if they need pulled? When they say yes, I point at the chain box. When they ask where they should hook the chain I tell them on the front beam of the grader. They say, no I mean on my vehicle? I say anywhere you want. All from the warmth of my grader cab.

WOW!!. that's an extremely extreme punishment, but understandable given the type of Government you have..

My normal response is the same as yours on most of our roads. When I start up the hill towards my place which is were the skiers get stuck they do get treated different then other people do.
When I pull out someone other then an elderly person they hook to their vehicle, I hook to mine.
About 3/4 of a mile from my house is a hill that gets a lot of people both local and visitors, more then once I've gotten calls from friends or
acquaintances that they are stuck on it. They also know that my tractors and one truck are almost always chained in the winter, and with the cabbed tractor
it's not to bad to go snatch them up to the top of the hill.

Heck I like the idea, if there is snow on the road and you case problems from inadequate equipment maybe a ticket the first time and worse the second.

Well, quite easy, the law says you must have the right tires for the conditions, have no grip driving on the highway is a great threat against life and health for everybody.

And we have a right wing, conservative government.
