Stitch weld it and make sure the wire penetrates as deep in the recess as possible.

You don't even have dirt in your floor cracks.......
I decided to just grind the flat spot a little wider/deeper. That helped make the V not as deep. It worked well. Thanks for the tips.
It is not really a structural part. I'm adding tubes on my stowable trailer ramps as a hinge to run a rod through. This will allow me to turn them into flip-up ramps. And I can still pull the rod out and stow them as before. I guess sort of structural but not with any real load on it.

P.S. The light spatter on the tube is from my weld. The heavy spatter elsewhere is from the trailer manufacturer. They did pretty well on the trailer itself but maybe they had an intern welding up the ramps?
