Cuppla years back when the California drought was all the news, there was a story of an affluent community who was violating watering bans because they felt they should be able to buy all the water they could afford. Nothing could make them understand that there just wasn't enough water to go around.
It was more the wealthy in the community... the rationing had steep price increases for excess usage… some were paying thousands of dollars to keep landscape... sports figures, business CEO types.
They said they are paying and by so helping the district overcome revenue shortfall which the district admitted.
The turn around is when the Names, Addresses and Business Associations were published in the newspaper along with water use...
