Any recommendations for accomplishing this?

Why would you want a mower on the front of a tractor,, ??
with it up there,, both you and the tractor will be breathing LOTS of dust,,

You will see some serious engine overheating.
Go look at what they do to a combine to keep the engine at a reasonable temp,, with all that dust.

Recommendations? I recommend this,,,

I want it up front to negotiate around trees in my orchard. My mower has a special swing arm that 'bumps' the trees and swings out of the way. This gets between the trees and really close to the trunks to prevent weeds and grass. I am not a fan of Roundup which is much easier solution.

How much power does the sprayer need? If it needs much power, you may not have enough to run it and the mower and drive the tractor.

If it does not need much power, you could convert it to hydraulic using a motor that will spin at 540 rpm at the flow your system produces. Then run the sprayer off your tractor's hydraulics. 9 gpm @ 2100 psi is ~11 hp. Then you can run a PTO shaft from the rear to the front to run the mower, or use the PTO to run a pump and use that to run the mower.

The sprayer and the mower will never be run at the same time.

I understand that. But you rejected the idea of a 3pt mounted hydraulic power pack to drive the mower because the sprayer is on the back. Yet you say you won't use the mower and the sprayer at the same time. Something's missing here.
