I strongly object to the OP calling this a "DEADLY VIRUS". Again, it's NOT the Bubonic Plague, like the public at large seems to be afraid is lurking around every corner..

3 MILLION Americans die each year of all causes. That's a lot, but unless it is "one of yours", we typical citizens don't really get concerned. Still, 3 MILLION! WTF
At present, overall mortality in America is UNDER expectations.... by about 200K... (maybe it's 20k I forget, and it's not important. UNDER is important) Go figure. ...

Depends on the state. Most have a law on the books saying something to the effect of "In case of a state of emergency, the governor can issue emergency orders which have the force of law for 30 days"Still not codified into the crimes code, still not enforceable from the LEO side.

The orders aren't codefied, but the governor's authority to issue them is.
