Check/bypass/jumper the various safety switches that affect the starter, there would be 2-4 of them. Off the top of my head (not specific to 2650): PTO, seat, treadle. No clutch pedal on 2650, correct? Otherwise add that one to the list and skip the seat (Kubota HST models with clutch pedal can let you start without occupant in the seat as long as clutch depressed).

10-4 checking all those no luck yet

I agree with CoyPatton. You might start with the starter first. I may have missed it, but if you remove the 12v from the starter selnoid, do you find 12v when you key the starter. If not, then it may be safety switches or ignition switch. It may be a bad starter or sel. But, I would guess you thought of that and already checked the voltage to the starter. Best Wishes.

Just throwing this out there because I've been burned twice on this. On two occasions over the last 5 years I've had a similar issue. Starter won't engage, click, or do anything, but I've got lights and gauges. Turns out I had a bad ground from frame to battery both times. Ground was good enough for small things, but not good enough to engage the starter. I'm sure you've already thought about this, but just in case.......

Hi folks..gravelman My 2650 will not start..actually the starter will not engage. Been working fine all am, went to crank , nothing...checked as many connections as i could or know of...no fuses blown. juice to everything else on machine. Any ideas out there??? thanks much have to call road service i guess..
Do you hear it click when you attempt to start it? I had that problem on my John Deere 2240 and found that the Key Switch was the problem. The tractor is a 1980 model with original key switch.

That^

Hearing the fuel pump spin up with the key? I'd check continuity real quick on the starter ground to the battery then start working backward from there through all the safeties.

Exactly why I say check with a multi-meter. May look good at both ends but somewhere in the middle those little bastards…

Thank you all... good stuff. I found the safety switch for the hst peddle had loosened up and was not in alighment with the hardware that activates it... so close but not detected till i got help watching things move. There are two nuts under there that are hard to tighten because access is so damn difficult.
