What I was thinking of doing was taking a length of paracord and making a doubled loop about 40”, then folding that in half and making a bridle with two opposing cow hitches under the breather, and then using a come along and maybe a heavy hammock spring from the shed rafter to apply sone upward pressure, and once there is steady tension on it, start lightly tapping on the sides with my grandfathers old 4oz ball-pein to hopefully micro-shock it loose. here really is not enough room to get the Dremel in there with a wheel, it would have to be a carbide end-mill and perforate it, then connect the dots. . . But that is a lot of metallic fragments right next to the oil fill. . .I used to have a Case 430, and yes, the breather cap just pulled off. There are a couple of flat springs in it that kept tension on the neck. I would be careful about pulling too hard to protect the rocker cover. Maybe split it with a wiz wheel.
