I think that your instincts are on the money. It is likely the seal. I think if you poke around here, you will find a few threads on what the process is like on similar tractors. Seals tend to fail from age, dirt, or bearings, so when you jack it up, I would check the bearing play to see if it is loose, or failed.

Can you post a photo of the bolt that you are looking for? Did you check the manual that @bmaverick posted to get the sizing? Diesels tend to really care about filtering and bleeding, so it might not hurt to clean the fuel system to the injectors just in case the previous owner got some gunk in there.

That's the exact starter, and vendor, that I bought several years ago for the YM240 (US version of YM2000).

The appearance is different from the original starter. This is a gear-reduction starter, a more modern design but identical in function.

When I researched to buy that, I concluded that same number of gear teeth and similar KW (watts) were the important aspects to match. Note the wire down from the key switch will need to be lengthened a few inches because the connector is lower down.

Rock, as Winston and others noted you need the starter spec'd for YM1700 and YM2000. I think YM1600 was simply an early version of this series.

I feel the same way about the fuel system. The bolt I'm not too worried about. My local hardware store has a great assortment of hardware. The wiring seems simple. The seal shouldn't be difficult. Theres all kinds of videos on YouTube about transaxles. I'm just afraid to pull the trigger on another starter.

Yes now seeing the starter Ym1500 must have had a smaller motor. The ym2000 must have something like a 2tr16. I don't know if the amount of teeth matters as much as where the teeth mesh with the flywheel. the ym1600 was made 76-79 I believe. Take that for what you will. Thankyou, I appreciate the information. I should have measured bolt holes also.

I looked them up amd all they sell for the ym1600 is a brakedrum cover and decals.
