Okay, 1/4 it is, thanks so much!!I would say about 1/4 way open or more. Better safe than sorry.
Suspect that valve is there for transporting to keep oil from splashing out of the breather.

Valve serves no real purpose other then to make operation more complex.... Most hydraulic system are open vented.....
Same, my filler plug has a 1/16" hole drilled in the side of one the wrench flats. It will "vent" a little oil if I over-fill the reservoir, which I guess is a nice feature, but other than that it's always dry.Open it up a bit and forget about it...... I'd ditch the valve, and replace the valve with a coupling, and just drill a 1/16" vent hole in the side of the coupling. Standing up on a nipple the way it is, nothing should ever come out of it, even during transport.
