This is a new filter I have never delt with. I can't get the handle to move to shut it off. Is there a way to do it?

Possibly you have to pull up or push down on the handle as you rotate it to prevent accidental shutoff?

I pushed the red button to release the pressure and still can't move the lever.

From the manual....

Where the manual shows a wrench being used I'm guessing it takes a bit of beef to turn the handle. Do you have the handle which is also used to remove the filter housing?

When I change my water filter I just close the ball valve open a faucet to release the pressure put a bucket under the filter and unscrew it change the filter.

That handle appears to be used to put the filter into bypass mode - it should be able to be turned with pressure in the system.

The manual page does show the wrench being used to move the handle - are you using the wrench to turn it?

I wound up turning the main off and releasing the pressure by the red button on top. I changed the filter that way. Still can't get the handle to move.

Those valves in the heads are usually a pain. Some of them break when you use them, then leave you without water. I would suggest doing it exactly the way you did.
