My father built a house in the 50s with no insulation in the roof. It was just tongue and groove planks with plywood, tarpaper and gravel. I asked why no insulation. He said that back then, natural gas was darn near free. Fast forward to the 70s and 80s and he added insulation as gas bills went to $300 a month. Can't imagine what it would be now, 50 years later.In the early days of nuclear, they were talking about electricity that was too cheap to meter.
