    For higher amp inlet loads, they make Cam-Loc connectors. They go on the cable ends and make boxes that they twist into. Color keyed ends. Used them in staging and sound production.

    To me, that looks like a pipe seam split from freezing. Most pipes are welded seam and not drawn. Until it's pulled from the trailer, you won't now for sure. Just glad it didn't turn ugly when towing a load!

    A proper weld with penatration, in theory, is stronger than the metal around it. Overloading would cause bending or axle failures if welded correctly. Metal should have torn instead of weld popping apart!

    Best thing to try would be drain fuel out and heat a piece of metal and press against the area to reform and seal tank. You could also find similar type of plastic and add to hole. Weller 2 heat soldering guns have a tip for working with plastic. Good luck with repair.

    Could be the pto switch itself. It's part of the safety circuit. Even though it clicks the pto, the safety part could be bad. Seen that a lot as the current goes through that switch. Every time I replaced a pto, it got pto switch also.
