Follow the implement limitations in your Kubota Operator's Manual and you will be OK. 1,600 Lbs. is well above the Kubota recommendations for flail mowers, offset or otherwise.

Some M series models, e.g., M9540, M9960, others, have weak PTO brakes. PTO brake was redesigned to be more robust late in the M9960 model run but there is no program to assist owners of earlier models with failed PTO brakes, requiring expensive split to repair.

Most any common brand of cutter should suffice. Used 48" cutters are not common but do become available from time to time. Be certain that the mower that you buy is not a heavy, HD model, which will likely be too heavy for your tractor.

4' and not too heavy for rough cut mower. 42" if conditions are especially tough. Regardless of brand, you will need to verify that PTO shaft is not too long so as to damage your tractor. Shortening PTO shaft is often necessary with small tractors.

On can do serious damage to asphalt (even concrete) with chains. I use HD 2 link twist ladder chains which cause little damage assuminig common sense. V-bar and other aggressive chain types can do real damage in short order.
