The mechanic didn't have a tool small enough to machine the drum. Hopefully a machine shop can surface the drum. The original YM276D Manual seems much more detailed with diagrams and information.

In the picture below, it's the lever just in front of the brake pedals. Perhaps it's because the previous owner placed a different seat much higher and further back that makes the lever difficult to access. In any situation, it's now changed and easy to reach.
