Will my 3020 John Deere properly pull a 10 ft 3point disk

Depends on your ground and how fast you wish to pull it and how deep,
you are marginal, duals would help.

Trying to take some roughness out of hay field do I maybe need an 8 or 9 ft

I pull a 10’ disk with a Case 485 just fine. I’ve now got a JD 5425 (81 HP) that I’ll use to pull it with now.

The type of ground is not know.
Sandy loam, sticky clay, hardpan and rocks, gravely it will make a difference.
Discing up sod will be easy the first pass as far as traction.
Trying to get roughness out of a hay field will take several passes with a disc and the front to read setup and the angle of the disc will have a major effect on your results.

If I was looking for a disk for a 3020 and for what your are doing I'd be looking for a pull behind and not a 3 point.

A 10" will be too heavy for a 3020, unless you have some serious weights on the front. Even with weights, the hydraulics probably won't be strong enough to lift it.

If it were a 10' pull type disk with wheels, you would have no problem with the 3020.
