... manufactured homes in our area are required by code to have two breaker boxes, one outside at the meter, one inside...
Our MH has 3 breaker boxes. One at the pole, one just outside the Home and the one inside the Home. This is because the distance from the pole to the house if greater then 30'. Our code requires that if the distance from the pole to the home is greater then 30' there must be an outside disconnect near the house.

Also, with the "four-wire" connection that the MH uses, you will find that even thought the Neutral and Ground are "bound" in the panel at the pole, they are "un-bound" in the box inside the home. That means that the "ground" wires and the "white - neutral" wires should not be connected to the same bus strip inside the box inside the MH. Also, the "white" bus strip inside the MH panel is insulated from the panel box while the "ground" strip has a binding screw connecting the ground bus strip to the panel box.

The box at the pole most likely has both the ground and the neutral strips bound to the panel with screws.

Our box that is outside the house also has "un-bound" neutral. Only the primary panel has a bound neutral, all sub panels should be un-bound neutral.

I'm curious to know just how much lighting he needs and for how long? And yes, 250volt bulbs aren't THAT uncommon, just go to any electrical wholesaler...
He could also go to 250 volt flourescent fixtures...
