The shaft on the tail wheel probably got bent a little which kept it from being able to rotate properly. Not unusal to happen to an old cutter or new. That was probably done by operator error before you bought it. You need to learn to STOP when something isn't working right, or you get the result you did, a break.
The hydraulics on your tractor have some problems, probably cylinder wear. Take the cylinders to a shop and have them rebuilt.
Position control is the most popular type on compact tractors of today. When you move the lever, the hitch moves accordingly and when you stop moving the lever, the hitch goes to neutral and keeps the implement where you set it (if all is well).
The older hitches require that you move the lever and when you have the level you want, you move the lever back to neutral manually. A little harder to get just what you want, but doable.
This is the type you have, and you have to remember to move the lever back to neutral when you obtain level.
I think you have the Continental gas engine, right? I think beenthere is correct that the governor is not working properly, but also just check the linkage for bends as this occasionly is guilty of causing dramatic jumps in speed.
