2008 T330 acting like All Wheel Drive ?

Noticed, front wheels spinning even when manual lever in 2WD. The lever feels like it engages/disengages.

It sounds like it is locked in at the front axle.

Anyone have any thoughts on how to get it out of 4WD ? I have tried backing up, bumping the forward/reverse pedals, turning the steering wheel...
