My NX 4510 did the same thing at around 17 hrs. I did just as the owner's manual said, run the engine 3 to 4 minutes then press the regeneration button. Never regenerated, and the regeneration lamp stayed on. I used the tractor until it reached operating temperature, pressed the regeneration button again, and this time it regenerated. The regeneration lamp went out, but later that day it came back on. So I repeated the process again. Had to do this 3 times. Finally stayed off. I was taking it easy on the rpm until I got a few more hours on it, but now I'll run all pto equipment at the recommended rpm as marked on the tachometer. I have 68 hours on it now and haven't had to regenerate yet.
